Corn on hammer toe

The knuckles on many of my toes bend up and I think you call them hammer toes. Is this a form of ostioarthritis? Some time ago 6-8 years I had a corn on one of the knuckles and a Podiatist operated on it by cutting some of the knuckle (bone) off and it has been great. Four years ago Another toe grew a corn and between a doctor digging the corn out and my watching it and applying corn pads on it it was kept under control. Finally the pain was so bad I went to a podiatist. He just shaved the dead skin off that had become that way from the corn pads and medication. I don't believe he got the corn. It is still very sore.
He acted like that was all that was necessary but it still was painful. I asked him about surgery the same as was done on the other toe and he seemed surprised that I would want it. He said I would have to get a physical because the hospital required it.
How can I find out if he has done this type operation before? I am uncertain about him and his attitude.
The first operation was done in New Mexico and that night I was out playing cards. I might of taken one pain pill. I just had my 84th birthday so he might be concernd about my age but I was really concerned because he did not recommend the surgery, I had to ask him for it. The old saying when your foot hurts your whole body hurts.
I can't go back to the New Mexico doctor because I now live in Massachusetts. Thank you for any reply
