flat feet

My 12 year old son has very flat feet with over
pronation as well as his knees appeared to be turning in
, he was having a lot of leg pain over
the years and could not run fast enough to participate
in any sports like soccer, so I took him to
a chiropracator last year that worked on his feet for
about 1 week, he then prescribed custom orthotics which
he wears in his motion controlled running shoes. (I also have
to mention that I took him to a orthopedic clinic when
he was 9 and they told me there was nothing wrong with
the way he walked.) My
question is that his feet are as flat as ever, and
although he doesn't complain about the pain very often
any more, he still finds it hard to run and keep up with
the other kids, he also walks like a duck.
Would you recommend anything else for
him eg. surgery to correct his feet. I was also thinking
of taking him to a podiatrist for a consultation.
