Yes it still could be Plantar fasciitis. Tou can have several variations on that however. A slight tear, a plantar fibroma ( "knot" of hard fibrous tissue that is usually found on the medial or inside border of the Plantar fascia.) are all possibilities. The heel spur comes later as the body's response to the chronic inflammation.

If you go to a doctor make it a podiatrist or orthopedist. I'm not sure how it works for you folks in the UK.
