broken toe

I broke my second toe on my left foot 3 months ago. The break was in the first joint. Now, 3 months later my toe is still black and blue and the tip of the toe becomes numb at times. Also, I can't bend my toe. Is this normal or should I revisit my doctor? Thank you for any advice.
