claw toes

I have a friend who suffered a thoracic spinal cord injury when he was a teenager. As a result, his gastrocnemius muscle atrophied and his toes became seriously clawed. The anterior tibial muscles are overdeveloped and he walks with a clomping, "cowboy" walk. Can he be fixed? He has never tried because he just assumed this was permanent and none of his doctors ever said anything about it at the time. I would appreciate your opinion before I send him off to get his hopes dashed.
