Believe it or not, the malady you're describing is known as "Pump bump" because it's typically experienced by women and can be the result of wearing high heels. The real medical name is Haglund's Deformity and, depending on severity, can be treated with anti-inflammatories and/or heel cushions. Extreme cases may require the surgical removal of the "bump".
