I am at a disadvantage because I really don't know the extent of the problem. So without seeing it I suggest a vascular surgery who specializes in microsurgery- such as reattaching limbs, hands etc.

You might call a local hospital doctor referral line and ask if they have anyone like that or even check (if you have) your insurance company doctor list.
