Achilles Tendon condition?

Ever since I can remember I have had a problem with my right foot. The only way to describe the problem is that with both feet flat on the floor, I can lift my right foot up only a fraction of what I can lift the left foot. I would just like to know what this condition is called and if there are any excercises to help it? Thank you
