12 year old daughter

In December 2002 my daughter had a stress fracture of her sesamoid bone on her left foot. Several weeks ago she started to develop pain and a lump on the top of her foot. An xray showed a bone spur on the metatarsal bone. Could this have been caused by her previous injury? Any other treatments available besides surgery? Would surgery be recommended on a child who's foot is still growing? Thanks for any advice you can give.
