toe numbness and burning

Hello. I experience toe numbness and burning every time I exercise and bike. I suspect it's a case of or akin to Morton's Neuroma. I don't think it's a shoe size issue. I believe my shoes are the correct size because I don't notice any discomfort when not exercising and I have plenty of toe wiggle room. It starts pretty much as soon as I start pedaling, sometimes when just walking, but certainly when pushing off the balls of my feet such as when biking and using an oscillator machine...and seems to radiate from the 3rd and 4th toes, and then into the others. I'm typically a bit sensitive to the touch in the metatarsal area even if I've not worked out, and notice that I have several spots on the balls of my feet that look like small calluses or warts. I experience the numbness/burning during workouts; it stops as soon as I stop the activity. I've tried thinner socks while biking to see if it was an issue of shoe size, but didn't notice any relief. I'm wondering which might be a better item to try as a remedy - a metatarsal pad or a toe crest pad (or both?).
