Shin splints can have several different causes, ranging from inadequate shock absorption to a a foot that either pronates or supinates too much. Stress fracture of the tibia is another possibility.
As far as taping goes, I can't be sure that is the answer. I recommend you see a podiatrist or orthopedist who treats athletes with foot and leg problems.
