calcaneus fracture

I fractured my calcaneus last April,had surgery and physical therapy, and I am still in lots of pain. The pain is mostly across the ankle region and underneath my foot as well. I cannot move any of my small toes and my foot is still discolored and swollen. I recently went for a second opinion and this doctor wants to do a subtalar fusion. Does this sound right?
