Can Ligaments Heal themselves

I tore my co-lateral/lateral ligament on my 5th metatarsal. I injured the same area 2 years ago and had surgery on it to repair it. The surgery went well and healed in 6 weeks. I recently re-tore the ligament in the same place. I took X-Rays and MRIís and it is torn. The ligament has been torn for 6 months and is painful. Can ligaments heal themselves or is surgery a faster road to recovery?
