Severe burning and itching in both feet

My daughter is 8 years old and the past few years she has complained numerous times about both feet burning and itching horribly...it nearly drives her insane and brings her to tears. This mostly happens when she's in the shower, but it has happened at other times also.
During these episodes her feet will turn bright red (especially around the toes) I'm sure this is from her rubbing them but can't really tell. Benadryl and cremes do not seem to help.
I'm wondering if it's a circulation problem or if she may need to see a foot specialist. Any thoughts??
