As a podiatric surgeon, I feel I am more skilled in foot surgery than an orthopedist who does hips. I do not believe that an HMO is the best one to judge who should do your surgery. If they insist then I suggest you ask them if they will signh a legal document stating they are making a medical decision for you and will be liable for any unanticipated outcome.
There is probably a long battle ahead of you.
