Unusual cramps/numbing

Nearly everytime I wear covered shoes (they don't have to be tight) I get an unusual painful cramp just under my third and fourth toes on my left foot that if left long enough travels up to the toes and they go sort of numb. There is no visual difference when this happens and I can't feel anything under the skin. It only lasts until I take the shoe off and stretch the toes. It happens all the time and is very painful. It seems to lock them up. Do you know what could be causing this to happen?
