One lump on top of both ankles

About 2 or so years ago, I developed a lump on the top of my right ankle. It did hurt and was soft. Now it seems to be getting harder but doesn't hurt. However, it use to go away but now it's there all the time.
I recently bought a new pair of sneakers and wore them to work (retail cashier). When I got home that night, I had a lump on the top of my left ankle. I noticed that where this lump is, the tongue of my new shoes had been rubbing there. I've only worn these shoes once because of it. It's gone down as of right now.
What are these lumps and how can I get rid of them and prevent ones in the future?
