If I may be permitted a guess without seeing your foot, you probably have a congenital deformity (which by the way is not that rare) called brachymetatarsia. This means a short metatarsal which in turn causes a short toe. Usually this is the 4th metatarsal and toe, although it can probably occur in any.

This is one link I found doing a Google search for brachymetatarsia. There are others too. Not every doctor does this surgery so if you decide that is the route you want to take, ask before you schedule an appointment.
