Plantar fasciitis physical therapy not effective

I waa diagnosed w/plantar fasciitis from a orthopedist. I am currently getting PT 2x's per week. Therapy includes-Stretching,ice,massage,Vioxx prescripion daily, gel heel cups for my shoes, electric stim and some Cybex PT equipment where I point and flex at various speeds. I am now entering my 2nd month of PT and have no relief. Do I have any other options other than cortisone? I am a runner and this injury is killing me mentally.
