All of the PT you have noted can be helpful to some patients some times.
I suugest you see a podiatrist for further evaluation and treatment recommendations. Be sure to bring your running shoes as well as everyday shoes with you.
Most podiatrists can make a custom orthotic to control the abnormal forces on the plantar fascia. An evaluation of your gait as well as mechanics of your foot would be necessary.
