toenail a nd cuticle haven't grown since pedicure

In mid-August, I had a pedicure. Since then I removed the polish and had the nails cut. But I have noticed that on my left big toe, the cuticle didn't grow back and the nail didn't grow at all (the polish was still at the top of the nail bed); basically, my big toe looks like I just had a pedicure done on it. Also, the skin surrounding the nail is somewhat sensitive to the slightest pressure. The toenail isn't discolored or black. And all my other toes are fine and normal. Did something happen when I last had a pedicure or is it more serious?
