Lower Shin Pain

I've noticed about once every couple of months, I get a pain in my lower leg / upper foot area, about 2 inches above the ankle, in the front of leg (not the sides). Looking at anatomy pictures, I am guessing it would be at the spot of Superior Extensor Retinaculum.

At any rate, it gets painful for a day or two but responds well to ibuprofen / rest. I can then run for several monthes pain free, but it eventually comes back. When it is painful, it feels like tendonitis and the foot will go numb if I run on it. It can be painful to touch or apply pressure to.
