Heel Cord surgery

Hi,
I am 22 years old and have a mild form on spastic Cerebral Palsy. I recently have been diagnosed by my family doctor as developing "frozen ankles" and my right foot is becoming inverted. I was refered to physical therapy, who then refered me to a podiatrist to get splints to help keep my foot straight. He stated that I may need to have surgery done to release my heel cords. I was just wondering, will the splints help correct my feet from turning inward or do they just prevent it? Also would you be able to describe how the surgery is performed and what the recovery period is? Thanks for the help!
