Foot Itch

I have an itch/burning on the left side of the heel on my left foot. It is so severe that I do not sleep at night. It only itchs in the winter time and goes away in the summer months. When I exercise or am dehydrated, the itching in the winter is more severe. I have had several epidurals and nerve root sleve injections in my back. Doctors do not know what it is. Can anyone please help me? I do not sleep at night and am a waste all day.
