foot numbness

I had disc surgery in april 96 for the L-4, L-5 and
S-1 area. Although the surgery was successful, the herniated disc did damage to the nerve that affects my right foot. That area has always been numb( like a foot falling asleep) since the operation and I have lived with it. I recently joined a gym and have spent a lot of time on the treadmill and bike. The foot numbness has become worse from exercise although I have no back pain at all. I am not jogging on the treadmill but walking at a high speed. Is it possible that I may be having problems in the disc area that was previously operated
