fifth metatarsal fracture

I fractured my fifth metatarsal three weeks ago, in what appears to be an avulsion fracture. It is slightly displaced, but the doctor said it probably wouldn't require surgery. He recommended I see him four weeks later to see how it is healing, and in the meantime gave me a walking boot and said I could put weight on it. I am still experiencing some slight pain when putting weight on it, and I have bruising on my toes and slight swelling when I take the boot off. Is this normal? How long to avulsion fractures generally take to heal? If it does not heal correctly, is it too late to surgically fix?
