growth on a pinkie inder the nail


My mom is a diabetic patient type II. For a while now she has had a growth which is coming out underneath a toenail. Sometimes it bleeds, forms a crust and when the crust falls of as a result of shoe friction it bleeds again. She had seen a podiatrist and was told to remove it. Her x-ray showed no bone is involved. What could it possibly be, this has been going on for at least a year?
