swollen toe following surgery

Three months ago I had surgery for a bunion, hammertoe and a toe shortening. The bunion and hammertoe have healed wonderfully. The toe that was shortened, however, is still swollen and continues to swell. It feels like it has a rubberband on it when I walk. I asked the Doc and was told that the swelling may never come down. Is this true? If so, is there anything at all that can be done? It seems to me that it is going to cause problems with the other toes that are being displaced by the extreme size of the swollen toe.
