Ligament surgery for neuroma?

Is the surgery where a ligament is cut/stretched a better alternative to the surgery for a neuroma where they cut the portion of the nerve out that is causing trouble? What exactly is the procedure called where the ligament is "altered" to increase space for the nerve? If this surgery has better results, I would rather have it than have a nerve removed and subject myself to a numb section of foot for the rest of my life. Thanks for any input.
