bump on 3rd toe

I have a hard, red, painful bump on the bottom part of my 3rd toe. Does not radiate anywhere else,that I can tell. Does this sound like a neuroma? I also have diabetes,but am young and my circulation is excellent so that does not cause any problems. Thank you.
