Heel Pads Inappropriate for long term use?

I have a pair of the Viscoheels, had a cortisone shot, performed stretching excercises, used ice, etc. and have had about 95% improvment in my heel pain in 2 weeks. My Dr. said using the heel inserts for more than 2-3 months could cause other foot problems. He recommended $400 custom full length orthodics.

Do you agree with this? Is there a less expensive long term solution for foot pads?
