Without examining you, I can not be sure. One consideration is as you mentioned, shin splints. This can cover a number of things though. Another is a stress fracture. Sometimes on an MRI we will get a diagnosis of bone marrow edema and the x-ray's are negative. If you are concerned, I recommend you see a podiatrist.
