scarring after blister

I recently went to the E.R. to have an infected blister, on my right little toe, cared for. The doctor lanced it and told me to apply Neosporin and keep it bandaged and to see a follow-up physician. The toe remained in pain. The follow-up doctor said it's scar tissue and that I need to see a podiatrist. I have no insurance at this time (new job) and I was wondering if those OTC creams would work. I am in pain at all times, even when I sleep, and no pain medication helps (I take Aleve).
