You didn't state specifically what type of fracture and where is was. You also need to say where did the shingles break out.

If the fracture was on the lateral ankle (outside) then it is possible that the Sural nerve may be involved. If that is so, then sometimes a local anesthetic and cortisone injected in the area might help. If the outbreak of shinles was along L5 or S1 dermatomes, then she could have Post Herpetic Neuralgia.
If nothing I have guessed at applies then ask her doctor to arrange for her to get a TENS unit. I use a company called Rehabilicare but there are others.
I suggest you have her see a podiatrist for an evaluation.
