Torn Peroneal Retinaculum

A few years ago I fell playing footbal in the snow and tore my peroneal retinaculum. Being a college athlete I had access to athletic trainers but did not have time to visit very often and usually just iced it after practice (I was a rower). Since then, my tendon has been snapping in and out (it's audible), especially when I haven't been on it for a while (mornings, after sitting for some time). What can I do to help this for the moment without having surgery (I am a grad student and cannot afford it right now)?

Also, I recently got kicked hard enough in the toe to bring me to my knees. For a few days my pinkie toe was bruised and swollen, but the pain was nothing like when I broke it. Any ideas? THANKS!!!
